A serial killer carried out his dreadful deeds in South Central LA – undiscovered – for 25 years. Lonnie Franklin was only arrested in July 2010, not as the result of a criminal investigation, but by pure chance. How could police sloppiness get so bad? And why exactly here, in a neighborhood with a predominantly African-American population? In his film essay, ZFF juror Nick Broomfield speaks to those who were never heard by the police. He also talks with friends of the arrested man – and follows in the footsteps of his crimes.
