Pierre, a dedicated doctor, is unceremoniously appointed successor to the late mayor in a Parisian banlieue community. As the new incumbent, he takes it upon himself to continue his predecessor's goals and rehabilitate the immigrant neighbourhood. Meanwhile, Haby, the president of a local housing cooperative, champions very different interests and wants to help people in poor circumstances. When Pierre's government launches an aggressive smear campaign against immigrants, Haby decides to run in the upcoming government election herself.
